President Executive Board of World Food Program


In February 2021 Luis has been appointed President of the Executive Board of the World Food Programme (WFP). The WFP is the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change. For its work the WFP was awarded the Nobel Peace Prize in 2020.

Luis has also been Ambassador of Guatemala in Italy since 2019 and Permanent Representative to the United Nations Rome based Agencies.

Luis has over 25 years’ experience within the Ministry of Foreign Affairs of Guatemala (MFA), where he had the opportunity to represent his country in multiple missions. His fields of expertise include political affairs, human rights and international security. At the same time, he has extensive knowledge of diplomacy and international negotiations.

Among his prior roles, he has been Alternate Permanent Representative of Guatemala to the Organization of American States (OAS) in Washington, facilitating the negotiations of the Antigua Declaration on the world drug problem in 2014. In 2015 he became Ambassador of Guatemala to the Swiss Confederation and the Principality of Liechtenstein. In 2018 he was appointed Director General of Bilateral International Relations at the Ministry for Foreign Affairs of Guatemala (MFA) and subsequently Vice Minister of Foreign Affairs.
